Presidential Victory in Chile: When Women get Together

The recent victory of President Gabriel Boric is excellent news for the Chilean people and the world, particularly when you take into account the long historical background that led to this result.
When in 1970 the socialist Salvador Allende won the presidential elections, the USA was not pleased. Allende supported wage increases, the nationalization of the banking sector and of extractive industries dominated by the very rich and multinationals. The US perceived all these socialist measures as a threat to its control of Chile, and, supported by the CIA, started a campaign to unsettle Allende’s government. This ended up in a bloody coup d’etat where Allende was murdered and Augusto Pinochet seized total control of power and began a dictatorship lasting 17 years and characterized by a blatant violation of human rights. Thousands of people were executed during the first 6 months, 29000 were imprisoned and tortured, and 30000 left the country.
Since those times an extreme neoliberal system, that survived the replacement of Pinochet by democratically elected presidents, increased the polarization of the society between have and have nots. Despite this, there were years with excellent macroeconomic indicators that made Chile, in the eyes of the developed world, an ideal country for foreign investment, with low pay for its workers, and a repressive regime that would eliminate any kind of social unrest.
But in October 2019 violent protests about the inequality took the country - and the world - by surprise. I happened to be in Chile at that time. One could feel that people had gained such a strength and courage that they were not afraid of the ferocious repression by the police.
The “pacos” as the police are called in Chilean slang resorted to violent attacks on the people, including torture and rape, and used a perverse method to mark the rebels forever: shooting rubber bullets to one eye.
Sebastian Pinera, who was President at the time, intensified the discontent and triggered the popular reaction. These measures only intensified the popular solidarity and resulted in the election of a new President with a vocation to end the inequality and violation of human rights.

The victory of 19th December 2021 coincided with our National Day Against Femicide, a very sensitive day for Chilean women. However most of the women who are part of the Chilean feminist and women's movement were happy that our efforts, aimed at not allowing a fundamentalist individual - macho, misogynist and anti the rights of women and girls, candidate of the ruling party and representative of the extreme right, Michael Kast - had succeeded.
One week after the election campaign, there are already preliminary studies, not yet official, that indicate that the triumph of the candidate of the conglomerate “I Approve Dignity”, Gabriel Boric Font, was due, to a large extent, to the vote cast by women.
It should be noted that women are the numerical majority, in population statistics as in the Electoral Registry Service (SERVEL), and, although this is not synonymous with organized women within the feminist movement, this has managed to raise a quite generalized awareness of sexist violence, of the injustices that oppresses us because of the fact of being women, and how much effort it has cost to be recognized, socially and politically.
The exception to this were two groups. The first formed by those which the feminist Margarita Pisano called “the patriarchy darlings”. Women who achieve positions of power that allow them to enjoy multiple privileges, including relevant political positions, but who are consciously or unconsciously used by the neoliberal patriarchs to perpetuate the system they support. The second, a not lesser group of women, with very precarious lives who are easy prey to the FEARS that these patriarchs inject into the population based on fake news.
Now that we are together
Now that we are together/ now that they see us/ down with the patriarchy/ that it will fall/that it will fall/Up the feminism/that it will win/that it will win.
This is the melodious slogan that those of us who are part of the women's movement and Chilean feminists have been singing in the streets for some years. It came to us from the other side of the Andes mountain range, from our Argentine colleagues and we began to sing it when, to be honest, it was neither easy nor comfortable for us to “be together”. Because for the Chilean feminists it has not been easy to “be together”. For many decades we did not know how "to be together". For long periods of time we have been separated by the various ways in which we think and live feminism.
Despite this, the feminist movement in our country has experienced, for approximately five years till today, strong growth. The fight for our rights and against sexist violence had lasted for many decades but had not managed to get massive.
Organizations such as the Chilean Network against Violence against Women, managed, through hard and sustained work for more than a decade, to install in society the concept "El Machismo Mata".[Machismo kills]. Also, the fight for our Right to Decide, our Sexual Rights, and Reproductive and Legal Abortion was always present. Then, in 2016, it arose, like an outbreak of pain and anger that took to the streets in massive numbers. These demonstrations of thousands of women adopted the slogan Not One Less. It is the slogan that gives rise to our organization and a large number of women's collectives that combat sexist violence and femicide.
In May 2018, the so-called “university feminist revolution” broke out, denouncing sexual harassment and other violence to which the women were exposed as young people studying at universities and other student establishments. With them, a crowd of young women, teenagers, and even girls joined the feminist fight. Paradoxically, this enormous injection of forces tended to hinder any attempts to build up a unified organization of the large renewed feminist contingent. However, in the same year the 8M Coordinadora Feminista [coordinating feminist Committee] was born. Until this date, it had been a self-convened movement limited to the organization of the commemoration of 8th March of each year. This new organization is established permanently and dedicates itself to coordinating numerous groups throughout practically the entire national territory giving rise to what was also called the Chilean Feminist Wave.
Thus, with a fairly robust and mobilized but fragmented feminist movement, we arrived at the so-called social outbreak of October 18, 2019 (for us the REVUELTA [REVOLT]) in which millions of people took to the streets, exhausted and outraged by the innumerable abuses of the powerful who took advantage of the dictatorship and the political transition to take over our country.
There were weeks of intense street fighting that took a high price of lives lost, mutilated people, partial or total blindness of so many, etc. This product of the systematic violation of Human Rights promoted by the Pinera government and executed by the police institutions. With a collapsed government, a political solution was sought and in mid-November, there was an agreement that would lead to the Constituent Process, aimed at drawing up a new Constitution that leaves behind that of the dictatorship. This agreement was supported by the current elected President, Gabriel Boric. His participation in such an agreement earned him criticism not only from many organizations of the social movements, protagonists of the revolt, but it also caused serious conflicts in his own political party, which is part of the conglomerate of the Broad Front against the neoliberal regime.
Perhaps with the passing of time, many of those who criticized him, will understand that this decision was part of the key that opened unthinkable doors to the process leading to a new Constitution.
Now yes, they see us
Those of us who are part of the feminist movement, those of us who actively participated in the revolt, began to realize that achieving changes that would benefit the political participation of women in the Constituent Process depended on bringing together our forces. It was imperative to agree. Only together would we have the necessary political weight. We managed to do this by concentrating on the struggles that were common to us, leaving to individual groups the themes where we had differences. And this was not done based on widely discussed agreements, it was a done in a spontaneous way. There was a need and we met it by uniting wills, convening ourselves in territorial assemblies in which we leave "Frozen" our differences.
“In this way, on March 8, 2020, the most massive mobilization of the history of our country was achieved. Now that we are TOGETHER, now they SEE US.
And they saw us so much that when Congress processed the constitutional changes that would allow the realization of the Plebiscite for the elected members to create a new constitution, one of the initiatives included was the consecration of PARITY in all stages, something not included in the political agreement previously reached. Thanks to the fact that we were TOGETHER, that in this way they could not make us invisible, PARITY was a reality.
Ten days after the great national march of 8M 2020, exactly on March 18, Chile entered PANDEMIC MODE which left the population restricted in its displacement and plunged into long periods of total quarantine. But that didn't stop us. We became experts in virtual activism. Two days later, on March 20, the Law that guarantees Parity throughout the entire Constitutional process was enacted. But the intensity of the Pandemic leads to the postponement of the Plebiscite set for April to October 25, 2020. And that October 25, the APPROVE option (for the elaboration of a New Constitution) sweeps the preferences (78% of the vote).
This result forces us to stay TOGETHER. Now the goal is to work hard so that as many feminists as possible are elected as constituents. This objective is more than achieved on 15 and 16 May 2021 when the election of the conventional constituents was conducted and 65% of elected women are feminists.
But the triumph was not only achieved in this aspect, it was also achieved by the fact that the political right was swept away as they only got 20% of the votes compared with 55% for the socialist candidate, and achieved only 37 of the 155 seats that make up the Convention. Then, another achievement: a feminist Mapuche** woman is elected President of the Convention. Her name is Elisa Loncon, a great woman whose work and leadership style has filled us with pride.
Boric president
Just as the pandemic has remained, so our involvement work in contingent politics has not stopped. We thought that, as within the feminist movement there were comrades who militate in political parties but the vast majority do not, we would have a break. The Presidential elections were not among our direct primary objectives. But the election stages said otherwise. When for the second round (ballot) the candidates Gabriel Boric Font and José Antonio Kast were left in competition, we had no choice but to get involved. Especially when we listened to the candidate of the extreme right announcing that his government program planned to end the Ministry of Women and Gender Equity, eliminate the Three Causal Abortion Law and also that of Equal Marriage, and its intention to provide benefits only to married women. When we heard elected parliamentarians from that sector with the idea that there is no need for women to vote, or that men who raped ugly women deserved an award, these aberrations not only put us on alert for the violence represented, but all of our hard-won rights were at risk.
We had before us a scenario very similar to what a Bolsonaro or a Trump could represent, and in this we could not stay on the sidelines. At the beginning of the presidential race, almost none of us making up the coordinating team from Ni Una Menos Chile had the president-elect as a preferred candidate. But then, in the face of the threat that loomed over women and girls in Chile, there we were, committed, anguished, tense, even with great fear, especially of those companions who survived the dictatorship. A "son of Pinochet" had chances of being elected and if we could help prevent it, we would.
Our support and that of practically the entire feminist movement went to the candidate of the political conglomerate “I approve of Dignity”. But, looking back, this support was not new. It actually goes back at least to 2011, when we supported the student mobilization in which Gabriel Boric Font was one of the main protagonists along with many of those who were part of the political pact that led to the presidency. Young men and women who were almost children at the time were fighting for their right to a free and quality Education, and confronting the President of the Republic of those days. We remember that the companions who are part of the circle close to the new president learned about feminism with some of us, and today, several of them are deputies of the Republic and great fighters for our rights.
For this reason, perhaps, the triumph of Gabriel Boric Font has had epic characteristics. When the current executive administration of the State transfers power to the winners in March, it will be doing it to the generation that confronted injustices in 2011. Also because of this, perhaps, some of the images captured when the candidate winner walked to the stage in preparation for his speech, turned out so symbolic. Not just because he had to "jump" the fences that surrounded the stage in the same way that the students who started the REVOLT of October 18, 2019 "jumped" the turnstiles of the Metro, but also because the new President does not come from the heights where the powerful are always located, but from the midst of the peoples who celebrate a triumph that belongs to everyone. We have no doubt. In Chile, HOPE has beaten fear.
Now, to continue working for a more JUST and EQUAL country, where FREEDOM and DIGNITY be custom.

* “Not One Less” Is a slogan that gave its name to a feminist movement that emerged in Argentina in 2015, which later expanded on a large scale to numerous countries in Latin America, and also to Europe and China. Its objective is the eradication of violence against women and its most serious consequence, femicide.
** The Mapuche are a group of indigenous inhabitants of south-central Chile and southwestern Argentina. Mapuche people tries to rectify the loss of their territory and in 2013 the United Nations condemned the use of the Anti-Terrorist Law against Mapuche activists.
FEMINISMO Y POLÍTICA CONTINGENTE EN CHILE LA ESPERANZA LE GANÓ AL MIEDO.
Era la tarde del 19 de diciembre, y aunque en esa misma fecha, en Chile, conmemoramos también el Día Nacional contra el Femicidio que nos recuerda que las violencias femicidas que nos afectan no han sido erradicadas y por lo tanto no es un día para festejar, la mayoría de las mujeres que somos parte del movimiento de mujeres y feminista chileno, estábamos contentas. Nuestros esfuerzos, dirigidos a no permitir que un individuo fundamentalista, machista, misógino y anti derechos de las mujeres y niñas, candidato del oficialismo y representante de la extrema derecha, habían dados los frutos que esperábamos. A una semana de la gesta eleccionaria ya hay estudios preliminares, aún no oficiales, que indican que el triunfo del candidato del conglomerado Apruebo Dignidad, Gabriel Boris Font, se debió, en gran medida, al voto emitido por las mujeres (https://www.latercera.com/la-
tercera-pm/noticia/mujeres-menores-de-50-anos-el-motor-del-triunfo-de-boric-como-fue-la-participacion-y-preferencias-por-edad-y-sexo/7EIMTWYA2VB7NFVOBVRQCG52XU/) Cabe señalar que las mujeres somos mayoría numérica, tanto en estadísticas poblacionales como en el Servicio de Registro Electoral (SERVEL), y, aunque esto no es sinónimo de mujeres organizadas dentro del movimiento feminista, este ha logrado crear conciencia bastante generalizada de las violencias machistas, de las injusticias que nos oprimen por el hecho de ser mujeres, y de cuánto esfuerzo ha costado que se nos reconozcan, social y políticamente, nuestros derechos fundamentales.
La excepción a este hecho son eminentemente dos grupos. El primero formado por aquellas a las que la pensadora Margarita Pisano denominó “regalonas del patriarcado”. Mujeres que alcanzan posiciones de poder que les permiten gozar de múltiples privilegios, incluso de cargos políticos relevantes, pero que consciente o inconscientemente son utilizadas por los patriarcas neoliberales para continuar perpetuando el sistema que sustentan. El segundo, un grupo no menor de mujeres con vidas muy precarizadas a las que la falta de información las hace presa fácil de los MIEDOS que dichos patriarcas inyectan en la población a base de noticias falsas y mentirosas.
AHORA QUE ESTAMOS JUNTAS
“Ahora que estamos juntas, ahora que si nos ven, abajo el patriarcado que va a caer, que va a caer. Arriba el feminismo que va a vencer, que va a vencer”
Esta es la melodiosa consigna que las que somos parte del movimiento de mujeres y feminista chileno venimos entonando en las calles por espacio de algunos años. Nos llegó desde el otro lado de la cordillera de Los Andes, de nuestras compañeras argentinas y comenzamos a entonarla cuando aún, la verdad, no nos era ni fácil ni cómodo “estar juntas”. Porque para las feministas que habitamos Chile no ha sido fácil “estar juntas”. Por muchas décadas no hemos sabido “estar juntas”. Por grandes periodos de tiempo nos han separado las diversas formas en las que pensamos y vivimos el feminismo.
Pese a ello, el movimiento feminista en nuestro país ha experimentado, desde hace hace aproximadamente 5 años hasta hoy, una fuerte multiplicación. La lucha por nuestros derechos y contra las violencias machistas se había extendido por largas décadas, pero no había logrado masificarse.
Organizaciones como la Red Chilena contra la Violencia hacia las Mujeres, logró, mediante un trabajo arduo y sostenido por más de una década, instalar en medio de nuestra Sociedad el concepto “El Machismo Mata”.
También la lucha por nuestro Derecho a Decidir, nuestros Derechos Sexuales y Reproductivos y por el Aborto Legal estuvo siempre presente.
Luego, en el 2016, surge, como un estallido de dolor y rabia que saca a la calle en masivas manifestaciones a miles de mujeres , la consigna Ni Una Menos, la que con el correr de los años se va llenando de contenidos. Es la consigna que da origen a nuestra organización y a un gran número de colectivas de mujeres que combaten las violencias machistas y femicidas que nos oprimen.
En mayo de 2018 estalla la llamada “revolución feminista universitaria” que denuncia y hace frente, principalmente, al acoso sexual y otras violencias a las que estaban expuestas las jóvenes que estudiaban en universidades y otros establecimientos estudiantiles. Con ella, una multitud de mujeres jóvenes, adolescentes e incluso niñas, se unieron a la lucha feminista. Y, siendo esto una enorme inyección de fuerzas, paradojalmente tiende a dificultar los intentos de organización unificada del cuantioso renovado contingente feminista.
Sin embargo, en el mismo año nace la Coordinadora Feminista 8M que hasta ese tiempo había funcionado en forma autoconvocada y limitada a la organización de los 8m de cada año. Esta coordinadora se establece en forma permanente y se entrega al trabajo de organizar a lo largo de prácticamente todo el territorio nacional a numerosos grupos surgidos en lo que también se llamó la Ola Feminista Chilena.
Así, con un movimiento feminista bastante robusto y movilizado pero disgregado, nos encuentra el llamado estallido social del 18 de octubre de 2019 (para nosotras la REVUELTA) en el que millones de personas se vuelcan a las calles, agotadas e indignadas por los innumerables abusos de los poderosos que aprovecharon la dictadura y los tiempos de transición política para adueñarse de nuestro país, y oprimieron por décadas todas las áreas de nuestra existencia.
Fueron semanas de intensas luchas callejeras que cobraron el alto precio de vidas humanas perdidas, personas mutiladas, ceguera parcial o total de tantos y tantas, etc. Esto, producto de la sistemática violación a los Derechos Humanos propiciada por el gobierno aún en ejercicio y ejecutada por las instituciones policiales.
Con un gobierno colapsado se busca una salida política y a mediados de noviembre surge el acuerdo que conduciría al Proceso Constituyente que hoy estamos viviendo, tendiente a elaborar una nueva Constitución que deje atrás la de la dictadura. A dicho acuerdo concurrió con su apoyo el que después sería candidato a la presidencia, el hoy presidente electo Gabriel Boric. Su participación en tal acuerdo le valieron las críticas no sólo de muchas organizaciones de los movimientos sociales, protagonistas de la revuelta, sino además provocó conflictos serios en su propio partido político que es parte del conglomerado del Frente Amplio.
Quizás con el correr del tiempo, muchos y muchas de quienes recibió las duras críticas, entendieron que esa decisión fue parte de la llave que abrió puertas impensadas al Proceso Constituyente.
AHORA QUE SÍ NOS VEN
Quienes somos parte del movimiento feminista, las que participamos activamente en la revuelta, comenzamos a darnos cuenta que conseguir cambios que beneficiaran la participación política de las mujeres en el Proceso Constituyente dependía de aunar nuestras fuerzas. Era imperativo ponernos de acuerdo. Solo juntas tendríamos el peso político necesario. Logramos hacerlo concentrándonos en aquellas luchas que nos atravesaban a todas, dejando para las acciones particulares de cada grupo los temas en los que teníamos diferencias. Y esto no se hizo en base a acuerdos muy conversados, fue un hecho prácticamente espontáneo. Había una necesidad y le hicimos frente aunando voluntades, autoconvocándonos en asambleas territoriales en las que dejamos “congeladas” nuestras diferencias.
De este modo, el 8 de marzo de 2020 se logró la movilización más multitudinaria de la historia de nuestro país.
Ahora que estamos JUNTAS, ahora que sí NOS VEN.
Y tanto nos vieron que cuando el Congreso realizó la tramitación de la modificación constitucional que permitiría la realización del Plebiscito por el que se decidirían las formas en que se llevaría a efecto el Proceso Constituyente, se presentó, entre otras, la iniciativa que buscaba la consagración de la PARIDAD en todas las etapas de dicho proceso. Disposición que no estaba incluida en el acuerdo político antes alcanzado.
Gracias a que estábamos JUNTAS, a que de ese modo no pudieron invisibilizarnos, a que a las parlamentarias que tramitaron la iniciativa en el Congreso se unieron los votos de varias diputadas y senadoras de la derecha política, la PARIDAD fue una realidad. Diez días después de la gran marcha nacional del 8M 2020, exactamente el 18 de marzo, Chile entra en MODO PANDEMIA el que deja a la población restringida en su desplazamiento y sumida a largos periodos de cuarentenas totales. Pero eso no nos detuvo. Nos volvimos expertas en activismo virtual.
Dos días más tarde, el 20 de marzo, la Ley que garantiza la Paridad a lo largo de todo el Proceso Constitucional fue promulgada.
Pero la intensidad de la Pandemia determina la postergación para el 25 de octubre de 2020, del Plebiscito fijado para el mes de abril. Y ese 25 de octubre la opción APRUEBO (la elaboración de una Nueva Constitución) arrasa en las preferencias (78, 29%) y el mecanismo de elaboración hace lo propio al ser elegida la Convención Constitucional Paritaria como el organismo encargado de ello con un 79% de los votos.
Este resultado nos obliga a permanecer JUNTAS. Ahora el objetivo es trabajar arduamente para que el mayor número de feministas posible sean elegidas como constituyentes. Tal objetivo se logra con creces los días 15 y 16 de mayo de 2021 cuando se llevó a efecto la elección de los y las convencionales constituyentes. El 65% de las mujeres electas son feministas.
Pero el triunfo no sólo se consiguió en este aspecto, también se consiguió por el hecho de haber arrasado con la derecha política que sólo consiguió el 20, 55 % de los votos logrando elegir solo 37 de los 155 convencionales que conforman la Convención.
Luego, otro logro: una mujer mapuche y feminista es elegida Presidenta de dicha Convención. Su nombre Elisa Loncon, una grande cuyo trabajo y estilo de liderazgo nos ha llenado de orgullo.
SE SIENTE, SE SIENTE. BORIC PRESIDENTE
Así como la pandemia ha permanecido, también nuestro trabajo de involucramiento en política contingente parece no querer terminar.
Pensamos que, como si bien dentro del movimiento feminista hay compañeras que militan en partidos políticos pero la gran mayoría no lo hace, tendríamos un respiro. Las elecciones presidenciales no estaban entre nuestros objetivos principales directos. Pero las etapas eleccionarias dijeron lo contrario. Cuando para segunda vuelta (balotaje)quedaron en competencia los candidatos Gabriel Boris Font y José Antonio Kast, no nos quedó más que involucrarnos. Sobre todo cuando escuchamos al candidato de la extrema derecha anunciar que en su programa de gobierno estaba previsto terminar con el Ministerio de la Mujer y Equidad de Gėnero, eliminar la ley de Aborto Tres Causales y también la de Matrimonio Igualitario, y su intención de entregar beneficios solo a mujeres casadas. O cuando oímos a parlamentarios electos de ese sector con la idea de que no había necesidad de que las mujeres votáramos, o que los hombres que violaban mujeres feas merecían un premio, aberraciones que no sólo nos pusieron en alerta por la violencia que representaban, sino especialmente porque todas nuestras luchas, todos nuestros derechos conquistados con tanto esfuerzo estaban en riesgo. Teníamos ante nosotras un escenario muy similar a lo que podían representar un Bolsonaro o un Trump, y ante esto no podíamos permanecer al margen.
Al inicio de la carrera presidencial casi ninguna de las que integramos el equipo coordinador de Ni Una Menos Chile teníamos como candidato preferente al presidente electo. Pero luego, ante la amenaza que se cernía sobre mujeres y niñas que habitamos Chile, ahí estuvimos, comprometidas, angustiadas, tensas, incluso con mucho miedo, sobre todo de aquellas compañeras que sobrevivieron a la dictadura. Un “hijo de Pinochet” tenía posibilidades de salir electo y si nosotras podíamos contribuir a evitarlo, lo haríamos. Nuestro apoyo y el de prácticamente todo el movimiento feminista fue para el candidato del conglomerado político Apruebo Dignidad.
Pero, haciendo memoria, este apoyo no era nuevo. En realidad se remonta al menos al año 2011, cuando apoyamos la movilización estudiantil en la que Gabriel Boric Font fue uno de los principales protagonistas junto a muchxs de lxs que son parte del pacto político que lo llevó a la presidencia. Hombres y mujeres jóvenes que en ese tiempo eran casi niñxs luchando por su DERECHO a una Educación gratuita y de calidad, y confrontando al Presidente de la República de esos días, que es el mismo que hoy está terminando su segundo periodo como tal. Recordamos que las compañeras que forman parte del círculo político cercano al nuevo presidente aprendieron de feminismo con algunas de nosotras, y hoy, varias de ellas son diputadas de la República y grandes luchadoras por nuestros Derechos.
Por esto, quizás, el triunfo de Gabriel Boric Font ha tenido características épicas.
Cuando la actual administración ejecutiva del Estado traspase el poder a quienes se harán cargo de ella en el próximo mes de marzo, lo estará haciendo a la generación que le confrontó el 2011.
También por esto, quizás, algunas de las imágenes gráficas captadas cuando el candidato ganador se dirigió al escenario preparado para su discurso, resultaron tan simbólicas. No sólo porque debió “saltar” las vallas que rodeaban el escenario del mismo modo en que las estudiantes que dieron el inicio a la REVUELTA del 18 de octubre de 2019 “saltaron” los torniquetes del Metro, sino también porque el nuevo presidente no viene desde los altos escenarios donde siempre se ubican los poderosos, sino de en medio de los pueblos que celebran un triunfo que es de todxs.
No nos cabe duda. En Chile, la ESPERANZA le ha ganado al miedo.
Ahora, a seguir trabajando por un país más JUSTO e IGUALITARIO, donde la LIBERTAD y la DIGNIDAD sean la costumbre. Y si para ello se hace necesario confrontar al nuevo gobernante, tampoco nos cabe duda, lo haremos.
